Restart an Output
POST/qlibs/:qlibid/q/:qhit/call/live/outputs/:outid/ctrl/restart
Restart an output. Sets enabled to true and increments reset_count. Any connected clients will be
disconnected.

A standard "WWW Authenticate" header of the form Basic realm="Eluvio Content Fabric API"
Error message returned if the requested entity does not exist.
