Get Secondary Market Purchases

/authd/tnt/:tid/payments/secondary

Returns a paginated list of a tenant's users' secondary market (resale) purchases within a time range. Returns JSON, or with Accept: text/csv a streamed CSV of all matching purchases; if limit is given, limit and offset page the CSV as they do JSON. Takes no request body. Proxied to the underlying authd service.
