List the vector tracks of an index

GET 
/indexes/:qid/tracks

Returns the distinct tracks of the index's vectors with the number of vectors on each, highest count first. Counts are over vector instances, so identical vectors uploaded with different metadata each count once. Requires content access for the index qid.
